Warm Home Centralized Care Center Introduction: Xinhua County Warm Home Centralized Care Center (hereinafter referred to as the "Center"), is a county-level specialized residential care institution exclusively for severely disabled people, approved by the Xinhua County People's Government and designated by the County Disabled Persons' Federation. The Center officially commenced operations in March 2026, and operates under standardized management strictly in accordance with the 'Xinhua County Implementation Plan for Centralized Care of Severely Disabled People in Need (Trial).' It was initiated and solely funded by Cao Fei, and relies on the key support and professional guidance from superior authorities, the County Party Committee and County Government, and provincial, municipal, and county disabled persons' federations, deeply cultivating the field of centralized care and refined care for severely disabled people in the county.
The Center is located on the fifth floor of the Xinhua County Disabled Persons' Care Service Center, Lushin Community, Fenglin Street, Xinhua County, operating within a standardized disability assistance park with a total land area of over 6,000 square meters and a building area of over 7,700 square meters. The entire area has been adapted for accessibility, and hardware facilities are complete and well-equipped. The park includes standardized rehabilitation activity rooms, psychological counseling and emotional relaxation rooms, a nutritional dining hall, and other full-chain functional venues, equipped with standardized professional care beds, with scientific layout for accommodation, rehabilitation, and activity areas, laying a solid hardware foundation for specialized care services.
Adhering to the service tenet of "Warm-hearted Disability Assistance, Professional Care", the Center has been renovated and constructed throughout to meet accessibility standards, equipped with accessible facilities, rehabilitation activity rooms, a nutritional dining hall, and other functional venues across the entire area, staffed with full-time nursing personnel, operating 24/7, integrating multiple services such as daily living care, rehabilitation nursing, and psychological counseling, to create a one-stop centralized care system.
I. Core service recipients are severely disabled individuals with grade II physical, intellectual, or mental disabilities who hold a regular disability certificate, are between 16 and 59 years old, and are registered residents of Xinhua County and eligible for minimum living allowances; Admitted individuals must be free of infectious diseases, have stable mental conditions, and show no tendency for violent disturbances, strictly adhering to the principle of voluntary application by individuals and their families throughout the process. Standardized Admission Process The Center implements a standardized closed-loop admission mechanism, involving preliminary review by townships (sub-districts), multi-departmental review at the county level, official public announcement, and a four-party agreement signing process; The entire process of admission, fee collection, management, and exit is jointly supervised by departments such as the County Civil Affairs Bureau, County Disabled Persons' Federation, and County Finance Bureau, ensuring compliant, open, and transparent operations.
